The play isn't to fix the whole property first — it's to make Zone 1 (the red main yard) operational fast: recommission the travel lift, clear a working lane on the main seawall, and start hauling, storing, and servicing vessels. Everything that can't move yet gets cleaned up, screened, and left for the phased clearance behind it. Legal and environmental clearance for the derelicts runs in parallel from day one so it's ready when we reach Zones 2–4.

How to read this. This is the execution plan that sits under Nate's lease & operating framework — his document sets who owns what and how money flows (APB as exclusive operator, all revenue billed through APB); this sets how we physically switch the yard on and start collecting. The Aug 10 sweep is the field event that fills in the real vessel counts, lift condition, and rate card that finalize the numbers here.

Travel lift live, main seawall cleared, dry storage + dockage + service billing on. This is where the money starts.

Phase 2 · Days 15–90
Zone 2 — Water & Derelicts

Salvage the barges & sunken vessel, clear the finger piers, restore in-water dockage. Legal/enviro-heavy — starts in parallel.

Phase 3 · Days 30–120
Zone 3 — Center Storage

Reorganize into a numbered dry-storage grid to maximize lay-day revenue. A second income yard.

Zone 4 — West Point

Overflow & long-term dry storage, plus staging capability (FTZ / DoD / FEMA response).

Take control & inventory
Confirm authority & insurance active — what APB can legally touch, marine GL + operations coverage in force, gate/site access secured.
Tag every vessel in Zone 1 — owner, contact, agreement, and MOVE / CLEAN-AROUND / LEGAL-HOLD status (feeds the Sweep Kit, Aug 10).
Power & utility check to the travel lift and main shop; safety setup (fire, PPE, spill kit).

Open the haul-out lane
Recommission the travel lift — inspect engine, hydraulics, slings, rails/pilings & lift well; service; load-test with a known vessel.
Clear the main seawall — relocate movable vessels & debris off the haul lane and lift approach; open a clean working face.
Mark the yard — paint travel-lift lanes, blocking spots, and a staging grid; stand up interim washdown containment.

Vessel triage — what we move, clean around, or can't touch
The rule that governs the whole yard: we can only relocate, haul, or dispose of a vessel we have authority over. Boats belonging to customers, or abandoned/derelict boats, follow a legal process — not a forklift. Every vessel gets one of three tags on day 1.

APB has clear authority — our own, or a customer who authorizes the move.

Legal clearance

Derelict / abandoned-vessel process (FL FWC + Monroe County), maritime liens, owner notices, title. Determines every RED-tag vessel we can eventually remove.
